The UN Security Council (UNSC) has placed a technical hold on the Pakistan-China plea to declare BLA and Majeed Brigade as terrorist organisations.
Both the countries had made the joint move to sanction the outfits as terror groups under the UN1267 terror sanctions regime list.
Maintained by the UNSC’s ISIL (Da’esh) and Al-Qaida Sanctions Committee, the list (UN1267) designates individuals, groups associated with ISIL and Al-Qaida, and mandates targeted sanctions.
Media reports say the United Staes (US), the United Kingdom (UK) and France blocked the Pak-China move. The three nations have cited insufficient evidences to ban them, according to reports.
China is permanent member of the UNSC. Pakistan currently sits in the 15-nation body as a non-permanent member for the 2025-26 term.
Pakistan-China Petition:
Islamabad believes BLA, its wing Majeed Brigade operates from Afghanistan. They operate along with ISIL-K, Al-Qaeda, Tehrik-e-Taliban Pakistan (TTP), East Turkistan Islamic Movement from sanctuaries in Afghanistan.
Pakistan has long accused the Taliban government of being involved in cross-border terrorism. Prime Minister Shehbaz Sharif on September 14 issued a stern message to Kabul in this regard. He said Afghanistan must decide whether it stands with Pakistan or the outlawed TTP.
“Over 60 camps in Afghanistan are sending militants into Pakistan,” said Asim Iftikhar Ahmed. He is serving as
Pakistan’s Permanent Representative to the United Nations.
He raised the point while addressing the UNSC meeting on Afghanistan situation. Ahmed added Pakistan and China moved to the 1267 Sanctions Committee with request to designate the BLA and Majeed Brigade. He hoped the UNSC would act swiftly on the plea. However, three nations put the technical hold on it, as per media reports.
Majeed Brigade:
Established in 2010, Majeed Brigade served as the suicide wing of the Balochistan Liberation Army (BLA). It involved in multiple terrorist attacks in the country, including the heinous Jaffer Express terrorist incident in March 2024 and Khuzdar Bus Attack in May 2025. The terror incidents claimed more than 80 lives including civilians and security personnel.
Pakistan designated the BLA as a terrorist organization in 2006. Islamabad proscribed Majeed Brigade as a terrorist entity in July, 2024. Since then, Pakistan has been urging the UN Security Council to impose a ban on the Majeed Brigade as well.
To Pakistan’s success, the US designated the BLA and its alias, Majeed Brigade, as a Foreign Terrorist Organization (FTO), in August 2024. The government then welcomed the US decision. Officials in Pakistan believe the three nations would soon lift the technical hold on the UNSC listing of both the terror outfits.
